American non-nuclear missiles, regional missile defense systems and the collapse of the INF Treaty

The U.S. withdrawal from the INF Treaty and the return of “great power competition” are among the factors that have ensured Washington’s development of long-range non-nuclear offensive weapons. In turn, the development of regional missile defense has been going on in parallel since the 1990s. The purpose of this article is to determine the specifics of the relationship between U.S. policies on the development of non-nuclear offensive missiles and regional missile defense. This study is necessary to understand the prospects for development of the segments of U.S. military policy responsible for projecting American military power in key regions. A thorough review is provided of three levels of integration of offensive and defensive missile systems: doctrinal, programmatic, technical. It is concluded that the relationship under study began at the level of doctrinal documents of the U.S. military and political leadership, and then proceeded more at the technical level than at the programmatic one.



The Objective and the Subjective in the UK Anti-Russian Policy

The article raises the problem of the influence of objective factors on the positions of the national political elite using the example of the UK foreign policy towards Russia. Methodology is based on Soviet and Russian theoretical developments on the relationship between the objective and the subjective in international relations. Using a systemic historical approach and applied political economic analysis, the author identified and studied objective factors such as structural conditions of the world economy and international relations, the position of the UK in them, reflected in the subjective approaches of the party and political elites in Britain. Among them are: foreign economic, foreign policy, socio-economic and military-economic factors. Party political approaches in the context of the 2024 UK parliamentary elections were studied using qualitative content analysis. A comparison is made between the parties’ approaches to interaction with Russia, and the common and the different are highlighted. It is substantiated that the above-mentioned objective factors influence the political space of the UK within which party leaderships formulate their strategies. They are the basis for the UK anti-Russian policy, a long-term basis that mediated the formation of the corresponding foreign policy identity of the British political elites. The research showed that these factors mediated the gradual degradation of Russian-British relations since the mid-2000s. The conclusion is that every British government in the medium term, and probably in the long term, will pursue an anti-Russian policy, but its methods and intensity may differ depending on a particular party ideology.



GERMANS OUTSIDE GERMANY: SYSTEM OF SUPPORT FOR COMPATRIOTS ABROAD

The experience of interaction between Germany and its compatriots and fellow countrymen – representatives of German national minorities abroad is examined. Depending on the addressees, this policy includes various instruments to strengthen their ties with the homeland. The legal framework for working with compatriots, the practice of cooperation with the main national institutions are studied, and the financial costs of this area of foreign policy are estimated. The experience of Germany is presented as the practice of a layered system of support for citizens working abroad, historically established German ethnic diasporas. It is concluded that Germany is expanding social and humanitarian interaction with the countries where the diasporas are located, positioning these communities as a soft power factor. The multi-vector German strategy aimed at maintaining the identity of Germans and promoting ties between German communities and their historical homeland dictates the need for a symmetrical policy on the part of Russia towards Germany, excluding politicizing this area.



Region for Science – without State Borders and Arms.To the 65th Anniversary of the Antarctic Treaty

The special role of the Antarctic Treaty of 1959 in the system of international treaties is considered. The historical background of the creation of this regional act of international law and the preparatory work before its discussion at the Antarctic Conference in the United States are analyzed. The main provisions of the Antarctic Treaty are set out, its fundamental differences from other similar agreements are considered, as well as other legal acts regulating state activities in Antarctica and forming the Antarctic Treaty System. The position of Russia in relation to Antarctica in the XXIst century is shown, with an emphasis on the events after the beginning of the Special Military Operation in Ukraine. A conclusion is made about the sustainability of the Treaty System in the modern world and its potential in terms of a multipolar world order.

The Russian Orthodoxy in Africa: Spatial Strategies of the Patriarchal Exarchate
Аннотация
The presence of the Russian Orthodox Church (ROC) in Africa has been traditionally limited to supporting the Greek Orthodox Church of Alexandria and Non-Chalcedonian Churches and providing spiritual guidance to the Russian population. This position was radically changed by the actions of the Patriarchate of Alexandria (AP), which in 2019 recognized the autocephaly of the schismatic Orthodox Church of Ukraine. The authors conclude that AP planned to start the recognition earlier, but had to prepare for the event. Immediately after the rupture of Eucharistic communion between the ROC and the CP in 2018, the AP carried out the largest administrative reform in its modern history, implying the fragmentation of existing and thus the formation of new dioceses and metropolises in order to strengthen control over local clergy. The strategy of the Exarchate of the Russian Orthodox Church in these conditions should include a revision of the configuration of borders of the existing dioceses of the Russian Orthodox Church in Africa by changing the “cutting” of borders of the dioceses of AP; creation of new dioceses taking into account the interests of pre-Chalcedonian African churches; appointment of bishops from Russia to the new dioceses in Africa at the first stage, and subsequently transfer of the departments under the management of people from the continent who have been trained in the seminaries and academies of the Russian Orthodox Church.



The Politics of Multilateralism: Egypt and UAE amid Russia–West Tensions

The modern world is experiencing significant transformations, involving reforms of old institutions and creation of new ones. These changes are accompanied by challenges that lead to conflicts and crises, thereby altering global processes and contributing to the establishment of new norms in international politics. Increasing tensions between major powers, such as Russia and NATO countries, pose a serious threat to global stability and security. Additionally, regional conflicts can influence broader processes by changing the parameters and dynamics of conflicts. In this context, many states are reassessing their foreign policy strategies and alliances. The policy of multilateralism is gaining particular importance as countries strive to maintain independence and sovereignty. Conflicts act as catalysts for rethinking the principles of international relations and developing new mechanisms to ensure global security and stability. This study explores the balancing policies of Egypt and the UAE and their positioning amidst geopolitical upheavals. Both countries, aiming to enhance their sovereignty and global roles, adopt a measured diplomatic approach. They play pivotal roles in regional stability and international relations, actively engaging in alternative associations, such as BRICS+ and the SCO. As key players in Middle Eastern geopolitics and significant regional partners of Russia, Egypt and the UAE have adopted a stance of cautious neutrality. Their increased trade turnover and cooperation with Russia underscore their pragmatic foreign policy, characterized by efforts to balance international relations, avoid over-dependence on any single global power, and safeguard their national and economic interests. The research emphasizes the importance of multilateralism in contemporary international relations and offers an examination of Egypt’s and the UAE’s strategies within the context of global and regional changes.

Global Input-Output Tables: Evolution of Methodological Approaches to Construction and Using in Management and Modeling

Global Input-Output Tables are increasingly being used in economic analysis, management and modeling. The article is aimed at investigating and discussing the evolution of methodological issues and approaches, starting with the well-known report of the UN group of experts led by the winner of 1973 Nobel Memorial Prize in Economic Sciences Wassily Leontief «The Future of the World Economy» up to the latest methodological provisions of the «Handbook on Extended Supply and Use Tables and Extended Input-Output Tables» published by OECD/EU in 2025. It provides an overview of economic literature and development of theoretical frameworks and concepts. Special attention is given to the key databases, such as ICIO OECD, WIOD, ADB-MRIO, EXIOBASE, FIGARO as well as GTAP. The leading Russian and foreign scientific schools dealing with Global Input-Output Models and scientific achievements in this field are highlighted. The author concludes: the main direction of global economic modelling is the construction of complex DSGE-models, using Global Input-Output Tables as the integrating block.



An ideal market – a model of capitalism or a normative ideal of socialism?
Аннотация
It is shown that the ideal market model is not a positive model of capitalist society, but an apologetic ideologeme, which, however, can play an important role as a normative ideal of socialism. If a price vector is set in an economic system, it determines the equilibrium state corresponding to it. If this vector is optimal, then the equilibrium state corresponding to it will be optimal. The socialist goal of economic management can be formulated as the approximation of the prices existing in the economic system to the optimal vector. The desired degree of its adjustment can be determined by achieving equality between the marginal costs of market transactions and management. The most successful examples of management are related to cases when the authors of one or another “economic miracle” found a balance between market and planned methods. The search for such an optimal relationship is the task of economics as a science, from the point of view of its social significance.

Artificial Intelligence Technologies in Social Sciences

One of the results of the global digital transformation of modern society is Big Data (BD), which is digital traces left by Internet users in digital services, as well as data collected from various sources. BD is an important socio-economic resource that can be studied using Artificial Intelligence (AI) technologies capable of effectively analyzing a large volume of diverse digital content. An approach to studying socially significant digital traces using BD and AI technologies in social sciences is explored, based on the general scientific dialectical method and theoretical analysis; the findings contained in the specialized and scientific literature, as well as regulatory documents on the topic of the article are summarized. The potential of AI technologies for identifying patterns in BD and predicting trends in modern society is analyzed. The directions of effective implementation of AI in social sciences are identified; the ethical and legal aspects of using AI when working with BD are considered. A classification of directions for analyzing socially significant digital traces in social sciences is proposed. Using natural language processing technology such as topic modeling using BigARTM, the content of professional (hardskills) and personal (softskills) skills presented in the form of semi-structured data is considered to identify significant characteristics of the healthcare professionals.



Modeling the Efficiency of Nudging in Public Administration

The study focuses on developing a predictive model to evaluate efficiency of soft behavioral regulation methods (nudging) in public administration. Despite widespread adoption of nudging techniques in government management globally, the research specifically aimed at identifying and assessing criteria for their efficiency remains limited. The paper analyzes existing approaches to evaluating the efficiency of nudging and proposes a new predictive model based on supervised machine learning techniques. The research involves collecting and processing data related to nudging practices in governmental organizations, determining key factors that influence the efficiency of these methods, and building a predictive model using classification algorithms. The resulting model incorporates 15 essential features and achieves the prediction accuracy of 82%. Findings of this study can be applied in both academic research and practical evaluations of nudging implementations in public administration.
